Since the begining of 2005, PRC-born EB3 can only file I-485 if PD is current. For those who filed I-485 in or before Dec 2004, their I-485 process stopped, but they can still enjoy 485 pending benefits for several years until 485 decision is made.
Now to file EB3 I-485, your PD must before 3/1/2002, if PD in March, 2002, you can file I-485 on or after April 1, 2005.
