EB3的priority date是指?

对这个问题我一直很困惑。网上也没查到。

对于中国人，印度人，菲律宾人，我查到今年4月485 EB3的PD到4/1/02了。请问大家这个cut-off date是指
1. 只有PD早于4/1/02的才可以递交485申请，还是
2. 所有已经申请了485(EB3 class)的，只有PD早于4/1/02的才会被审批。

比如PD是9/2002,但是485申请2003就已经递交了，是不是还是得等到PD的处理时间更新到9/2002时，case才有可能被审批？
