Who knows the China EB3集体诉讼Status?

Who knows why China EB3 moves by only one week each month? From the i485 inventory data, there are only less than 2,000 cases pending in China EB3 until the end of year 2005, however the PD data for China EB3 is only at August 22, 2004, so far.

However the annual immigrant visa number quota for China EB3 is about 2,600, so supposedly it should move much faster. It appears the China EB3 visa numbers are being wasted big time, the numbers just do not add up.

Any one can offer any insight here to resolve the confusion that many EB3 filers have? Thanks.
