EB3 got conditiona; GC, confused

On the Welcome Notice, it says," Your new card will expire two years from when you became a permanent redisdent. By law your resident status is conditional, and you must apply to remove those conditions before your card expires".

I'm EB3 based, why the GC is conditional? But on the green card I received, it shows the expiration date is in 10 years from the issue date.

Is this a mistake on the welcome notice? Thanks!
