What is happening is really a repeat of last year - China
EB3 usage will be way below its 2,500 annual quota since
the overall EB3 pool has almost dried up.

And that is why they have to dramatically retrogress
worldwide EB3 since it has gobbled most of the EB3 pie
ALREADY.

And that is why the April visa bulletin mentioned "Should
such action occur, it would most likely be only temporary
in nature, pending the start of the new fiscal year in October."

Using their own words, "They would have been retrogressed further
had I not been attempting to generate additional China EB3 number use
by moving that cut-off date." - Meaning, worldwide EB3 cut-off date
will have been retrogressed to a date that is older than MAR012003
if they did not move China EB3 cut-off date during the months prior
to April, 2009.

In other words, they set worldwide EB3 cut-off date way too
favorable and set China EB3 cut-off date way too harsh. And the
balancing act of holding worldwide EB3 cut-off date and advancing
China EB3 cut-off date at the same time has turned out to be not
enough.

The sentence in April visa bulletin actually serves as a
condolence to China EB3 folks, who are losers in this cruel game.
