what is the best time to summit NIW after EB3?Please help.THX

My EB3's priority date is March 2006 I140 was just summited in July. I guess I need to wait until 猴年马月 to see the intiation of my case. So I asked about if I can file NIW. Jerry Zhang told me I can although I only have MS. Here I would like to ask all of the masters what is the best time to start my NIW application , now, this year,next year or until I have more papers or until my I140 is approved for EB3 or ....Please help me think through this and find the best time I should start NIW. I would really appreciate it.Thanks
