I worry EB2/EB3 will RETRO again if no policy changes

DECs prisoned most applicants from 2001 to 2005
PERM accumulated another 2 years'(2005 and 2006) applicants

My estimation of total number of CHINESE applicants pending for visa quota:
EB2 + EB3 from DECs: 15K
EB2 + EB3 from PERMs: 10K

so 50K+ intotal pending (plus their family/dependents)

How many quota for chinese each year? 14K

it is not impossible to have 3 years of waiting if congress won't pass any new amendments/laws..

I hope my blind guess is wrong!
