Why you are worry about that? EB is calcualted based on the birth country. These ones will not affect China - only Maxico. On the other hand, it may benefit our Chinese becasue as a package, senate has to increase the cap. We should support it, not oppose it. Our chinese should be in the same shoes, not too selfish.
