Any EB3 in TSC Got Approved

I485 RD: July 2004
FP: May 2005
LUD: 7/19/05. Nothing changed on INS website.
No news afterward.
It's said that INS has run out of quote for EB3 this year, is that true?
Advice is appreciated.
