EB2 or EB3

7/2004 RIR local approval
Then process at Atlanta Region.

The question is:
LC application determines EB2 and EB3 catalogy or I140 application?

My lawyer told me it is in I140 for me. I wonder her word
becasue she told me I was in EB3 before I asked this question to her. But later I told her the pulished job AD required BA with 5 years work. Then she told me I can go to EB2 at I140 application.
