EB2 an EB3?

I am not sure the criteria on EB2 and EB3?

It depends on job requirement ( job descriptions on ads)?
or personal background?

My case: LC is processing.
Ph.D degree and more than 5 year work experience. But JOB description in ads only required BS degree
