律师正在准备I140的文件和表格，我目前的工资没有到达PERM上prevailing wage，想问问老师申请I140初始文件表格中，需要准备ability to pay的相关证明文件，一开始就寄去移民局吗？
-The employer may need to provide this kind of documents to USCIS together with the I-140 filing, depends on the company size (e.g. employee number is > 100 or < 100). The lawyer should know how to deal with it.

还是等移民局发来RFE，再用有关材料去回复？
-USCIS may also send RFE for this kind of documents from time to time until I-485 is approved.
