模板是4段格式
先写BACKGROUND AND ACHIEVEMENTS（这里已经对NIW的三点进行了解答）
然后按照NIW下面的三点分成3段说明。
1.seek employment in an area of substantial intrinsic merit
2.benefit of Dr. Xx’s work is national in scope;
3. the national interest would be adversely affected if a labor certification were required

还是说我必须按照NIW的三点分三段写，3段格式，分别说明一个问题
