In FY 2010, there were 20000 spillover number left, 10000 from FY 2009 Family based, 3000 from FY 2010 EB1, 3000 from EB2, 3000 from EB4,EB5. China got 3750,plus regular 2900, totally 6650.
In FY 2010 and 2011, no FB spillover number left, so FY 2011 and FY2012 cannot get any spillover number from FB.
FY 2010 is a specific year, FY 2009 is a regular year. We can only use FY2009, not FY 2010, to predict FY 2011 and FY 2012.
