140,000 is overalll ceilling for EBs. eb1,eb2,eb3, each get equal 28.6% ( not inlcudes remaining quota from higher catelog)

7% countries limitation : combine with family and eb

so , I think the EB3 visa they issue in china born based in 2008 was less than MUST give.
