Let say this job is a physician, then a fresh first year resident will be EB2 and still at entry level.

The experience and education should be compared to O*NET general requirement to this type of position. If job zone 5 but asking signigicantly less level of experience to the corresponding SVP, the you can use lower wage level. See the Appendix A of PWD manual.
