EB2 carry over....老调重弹--老瓶新酒？？？白兔等大侠看过来

EB2转EB3， 老话题出现新问题了。律师告诉我要EB2转EB3，只能换title,不然会据，他手上就有这样的一个案子刚被拒了，同样公司，同样的职位，同一个人，给拒了。

有人有同样的经历么？有什么看法? 谢谢。
