why people always confuse this

EB2/EB3 is decided by LC, and LC belongs to employer not you, even if it happen to you (when you are with that employer).

A new EB2 means a new requirements from the new employer, so to do so, you need a new LC from your new employer. Again, this does NOT have to be you.

Why always confused?
