Eb2,EB3 VB--personal guess

EB2只前进7天，只有两种可能。

1。11，12月是HOLIDAY　MONTHS，USCIS不想收到太多CASES，所以向DOS汇报说他们名
额不多。然后DOS就试探性的动了7天。
2。BEC的CASES已经递交了很多140/485，影响到每个月200个EB2的中国名额。所以
USCIS不想让PERM的CASES涌入系统，向DOS汇报说他们名额不多。然后DOS就试探性的动
了7天。

如果是第一种，那么EB2前景还行。
如果是第二种，EB2会缓步前进。

EB3前进1个月，猜测，
2001年4月30日左右的245（I）CASES（NON-RIR）正在DOL做广告，或是转RIR阶段，所
以1个月内不会影响到EB3。现在释放出来的RIR的EB3，还够USCIS/DOS撑一段的。但到
了2007年的2月份的排期，可能会影响EB3的月月前进。
