Can I apply EB2 PERM after I got an EB3 PERM? Thanks a lot!

I got EB3 PERM recently. But it seems EB3 is pretty slow. I want to ask if I can apply another EB2 PERM if all the conditions are match under a different job title before I apply I-140?
