请问是不是在PERM申请的时候就分了EB2和EB3了?

我的PERM批下来了,但我担心我的律师是用EB3申请的.哪位能告之是不是在申请PERM的时候就已经分了EB2和EB3了?还是到140才有区别?谢谢了!
