DOL has a job list, under each job there is a brief descr*iption and minimal requirement. For example, senior analyst, MS or BS+ 5 year experience, which fits EB2. You boss needs to match your job to the list. Just as you mentioned, your boss can match you to a high level responsibility which need EB2 qualification, such as senior anlyst. Later on, after you left, your boss can match the same position to a entry level job, such as analyst with needs only EB3 qualification. However, the de*ion of two jobs must not be same.
