Special Handling and EB-2

PERM: I am qualified for special handling. Does speicial handling case automatically qualify for EB-2?
Reason: The job only required Bachelor degree. I was selected because I was more qulified than any others. I have Master and quite amount relevant experience.
Would that Bachelor job requirement limit me to EB-3?
