8老师，我看了您给我发过来的回美证的说明，有几个地方不明白，请您有空时看一下，谢谢您。
1. 回美证有2个地方说明，我感觉有矛盾
第一处 "You should file your Form I-131 no fewer than 60 days before you intend to travel abroad"
第二处“We recommend that you file Form I-131 when you are in the United States. However, you don't have to be in the United States for USCIS to approve your Form I-131 ad issue an reentry permit to you if your biometrics(photo, fingerprints) have been obtained"
第二处的说明是采集完biometrics后就可以离开美国，但是第一处又说申请回美证后60天之内不能离开美国，请问是不是必须同时满足这两个条件，也就是需要采集完biometrics并且要在美国待满超过60天，才能离开美国。
另外，请问申请回美证后，多长时间会收到通知去采集biometrics?
采集biometrics的"Application Support Center"是不是每个州都有？(Application Support Center(ASC) to obtain your biometrics)
我不在美国，接收回美证的邮寄地址是否可以写我妻子孩子的住址？
2. 关于是否需要办理回美证
"What if Imust leave the United States before I can file a Form I-131 for a reentry permit?"
"You do not need a reentry permit if you will be outside the United States for less than one year. If you have been outside the United States for less than one year, you may use your permanent Resident Card(Form I-551) as your travel document."
今年8月份，我送我妻子孩子去美国永久居住，然后我回国内等美国工作的消息，请问我这种情况是否符合上面所述的情况，就是说我的情况可以不需要办理回美证，1年内用绿卡回美国?
