请问file I-824到NVC是否可以让美国朋友邮寄？

-Yes. But I-824 is not filed to NVC, but file it to USCIS. Read the I-824 Instructions carefully in case you mess it up.

另外，从I-824批准到最后将EB1a的材料从美国NVC发到中国广州大使馆需要多少时间？-Case by case, normally at least one year.
