请教8老师，I-485是否是必须在美国的才能用？

我在https://www.uscis.gov/i-485下载“I-485, Application to Register Permanent Residence or Adjust Status”。 但是表格说明

What is the Purpose of Form I-485? This form is used by a person who is in the United States to apply to U.S. Citizenship and Immigration Services(USCIS) to adjust to permanent resident status or register for permanent residence.

This form may also be used by certain Cuban nationals to request a change in the date that their permanent residence began. 

而我在国内，是不是无法用这个表？
