因为没有拿到EB1B的I-140 approve notice, 所以没有file I-485。 也还没有file NIW 的I-485。 请问这种情况是否可以 file I-485吗？

-You have to provide the copy of the I-140 approval notice or the copy of the I-140 receipt to file I-485

 还是一定需要EB1b的I-140 approve notice

我有NIW的approve notice

-This only can be used to file I-485 based on the NIW I-140 when the PD is currrent.
