The first 2 paragraphs explains: "This letter is written in support of the I-140 Immigrant Petition for Alien Worker by Oakland University on behalf of Dr. xxx for classification as an “outstanding professor/researcher” pursuant to Section 203(b)(1)(B) of the Immigration and Nationality Act. We wish to continue xxx permanen'st employment in the tenure-track position of Assistant Professor of xxx.
This letter and supporting documents provide evidence that Dr. xxx is a recognized outstanding researcher in xxx fields. The evidence includes: (1) Dr. xxx’s original scientific or scholarly research contributions to the academic field in the form of authorship of scholarly articles in scholarly journals with international circulation; and (2) Dr. xxx’s participation as the judge of the work of others in xxx fields."
Then the following sections:

Deion of Teaching or Research Position

这样可以吗？ 还是一定要再加一封cover letter？ 之前的PERM-based I-140 是学校给file 的，同一个lady 帮我做的这个letter.
