请大侠们看我的EB1a资格及几个问题

我2008年的NIW140已批准，无法递485.现在一所学校做postdoc，没有绿卡很难找工作的那种专业。所以想试试EB1a.但觉得自己资格很弱，自己规整了一下，请大侠们帮我看看，同时有几个问题想问问。

I want to claim publication, contribution and review:

1. Publication:
11 Journal papers (all top journals in my fields), 1 submitted, and another 4 under preparation.
4 conference proceedings.
11 conference presentations, including one invited talk in the biggest conference in my field.

A session chair for a symposium.

我的最弱点: I only have 19 independent citation (45 totally).

2. Contribution:
My work has direct application for Army ( I have several reports for two projects for Army),
one article was selected to NASA database for one of the twenty most important work that year in my field.
one article was selected to National Fusion Center for one of the twelve most important work that year in my field.
And also some citations by other national labs, famous schools, famous scientists....

3. Review:
7 for 5 journals, all decent and top journals
Another 17 for one decent journal.
I don't have editors letter.
请帮我评估一下EB1a。

另外我的问题是： 怎样弥补很弱的citation？ 其实我们这种冷门专业就这样子。怎样避免RFE到这个问题？
