the IM officer is either 158 or 159, I have to check the letter. Almost everyone reviewed by this number get denied. Anyway, if yours is not this number, you are lucky. for the ref, the letter should stay that if you don't response, they will make a decision based on the materials they have, which usually lead to denial. so, no response = 100% denial, response = might be approved.

there is no $1,000 at all for response to the ref, that is the legal fee charged by your lawyer for writing the ref response for you. You should ckech out the USCIS website yourself, instead of get all the words from your lawyer, if he or she is really that good, you would not have got the ref in the first place. good luck.
