NSC is tough.
I prepared the following response to RFE
(1) the letters from journal editors about the criteria for choosing the reviewer
(2) three reference letters from Germany and Japan
(3) two more recent published journals
The most important thing is to show the international recognization. The reference letter outside USA is prefered.
