请教小白兔和各位高手- File EB1b by Jul 30?

I am trying to file 140 and 485 by July 30. Just in case I send my package out on July 29 (Sunday, some post offices are open) by certified mail, which should be postmarked on July 29, but reach uscis after July 30. Can I still use the lower fees?
