我能同时file eb1b 140 appeal and eb2 140吗？

打算appeal eb1b 140，因为被拒得很窝囊，简直就是不看材料就据，不管你准备得多么详尽，人就说什么都不算。所以打算appeal.
如果在appeal eb1b 140得同时，能申请eb2 140吗？
