请教：eb1-a加急费1000元，律师要我把支票开他的名字？

申请eb1-a的加急费1000元，律师要我开支票给他。

然后由他开支票给移民局，说是便于监控自己的网上银行帐户等等，这样合理吗？会不会是欺骗？
