Most papers are really published on top journals (journal IF ~ 7, 4, or 3). I think the citation number strongly depends on the research area. Papers on bio- or nano- areas typically receive much more citations than those from tranditional physics area. My research area is not so popular. So naturally the citation number will be low. Sigh!
