Physician does not qualify EB-1a, so the salary does not help too much. Is it the reason he was denied? On the other hand, $60,000 in an academic institute is pretty high if he is, e.g., a scientist, or postdoc (mostly below that level).

I don't think physician case is comparable to scientist case.
