Here is my 2 cents: Probably you should have some government officers like NIH to write you recommendation letter, since I heard it is important; Second, your citations and media coverage, the more the better;Third, the sequence of the petition letter is not important at all, highlight your accomplishments upfront, not hiding somewhere in the end.
