EB1 140/480 denied, Find a good layer for appeal

My 140/480 was denied. I'd like to find a good layer appeal.I want to find a good layer to appeal. I have 3 major awards, over 20 English papers and 100 citations. I was a vise-director of a university hospital and played leadership, 2 memberships. Any help would be deeply appreciated.
