EB11 Help: 请问申请时中国百篇优秀博士论文奖满足奖项要求吗?

博士其间获得过中科院院长奖,毕业后获得过中国百篇优秀博士论文奖数.但immigration officer says: both awards are impressive, but the scope of the awards is limited to students in the petitioner's home country.the petitioner need to summit evidence of the receipt of awards after his studies were complete, otherwise could not estatbished that he has received awards for outstanding achivement in the field.

Anybody received such awards have their awards counted for the EB11 requirement? How can I rebut his comment?
