EB1b-I140 RFE(NSC), please help, 小白兔, Thanks!

大学EB1B,今天得知补交OFFER LETTER, 请问小白兔,这封信仅由老板签名即可吗?还是必须加上系主任的签名?或必须由学校人事部门的头来签?
今天问了一下,好象只有老板愿意写这封信,系主任可能会签上名,但学校人事部门不会出具.如果一定要学校人事部出具,哪该怎么办啊?
学校负责办绿卡的人也不懂,只知道把材料寄出去,什么信都要我准备.请帮忙回答,不胜感激!
