you can try both EB-1A and EB-2 NIW at the same time.

Your publication number is good, 18, sorry conference papers are usually not counted, since they are not peer-reviewed. But your citation is too low, only 70 for that 18. It will be better if it is over 100 or even 200+. Thus you need very strong recommendation letters from big names. That will be the key for either of the categories.
