ask xiaobaitu: EB1-OR RFE from NSC

EB1-OR was sent RFE on permanent offer letter by EX001

A Univeristy reserach position( not tenured or tenure-track). Offer letter was signed by department chair, confirmed by HR officer, submitted with university's guideline on immigration. NSC admitted the letter "was crafted for Service's permanent purpose" but stated that University website show such position (Regular, unclassified) is "work at will". They asked more objective documentary evidence, which I do not have.

So many guys like me have been approved at NSC. Why not me?
