visa for EB1 applicants

We submiitted 485 application Nov. 2004 after I-140 being approved. Just wonder after 10/1/2005 cutoff day, do we have to comply with the retrogressoin day ( 01/2000 ) for the approval ( the green card )?

In other words, is it true that the visa will be grant to the applicants who have earlier priorty day ( say year 2000 )before it goes to us?
