移民问题求助

各位朋友好。
我现在想办加拿大移民，请问可以把申请材料寄到美国的加拿大驻美领事馆吗？例如Buffalo，Seattle 或者Newyork.
听说必须在加拿大或者美国待满1年以上才可以把材料递到上述几个地方，是吗？
这三个地方的审理速度哪个比较快一些呢？
