劳工卡处理时间

听说分成两种，opened 与unopened. For the opened cases, the DOL has sent out instructions to the SWAs to complete the entire opened backlog cases by 03/31/2005.

大家知道如何界定两者吗？是不是已经通过州劳工卡批准的就算opened,还未来得及处理的就没open, 还是即便州劳工卡已批，一年多纹丝不动的case,仍然算unopened?

VA从前年起Regional那一级（属Philodaphia, 处理时间就一直停在2003年7月上，死都不动。我们正好是2003年8月份，望眼欲穿，也没有move 一下。H1B, RIR, 2002年2月申请，03年8月拿到州批准，就没了一点消息，圣诞节前接到NBC的问讯信。

有知道的朋友吗？交流一下。
