Once the EAD is approved, you are legal to work in USA no matter you recieved it or not.

IRS will check by computer system not ask you to mail the card copy, right?

My H1 was approved on 6/27 and I recieved it on 07/13 and my OPT expired on 06/30

Do you mean I can not get paid 13 days?
