then they can reorder your card. (if EAD is indeed approved without an error)

If they want more fee for the reorder, they will tell you to pay first.

But if the witholding is legitimate and it's due to question on your eligiblity, then they sure can cancel the mistaken EAD approval when your EAD is in fact not aprovable.
