本人住在Kansas State 。I think the EAD application should be mailed to NSC.
-You are wrong because USCIS changed the rule recently.

Yet my hu*****and thinks it should be mailed to the center at Phoenix, AZ.
-Correct. See the I-765 instructions Page 10

Who is right and where should it be sent to?
