From Feb 2010's visa bulletin, All Charge-ability Areas Except Those Listed (including Taiwan) for eb3 is 22SEP02.

If you are AOS and have no valid H1-B or other visa, your wife cannot file I-485 and get the immigration visa.

But if you do have H1-B or other valid visa, your wife can come to US as your depedent. For example, H4.
