I used EAD card (as my hu*****and's dependant) to work after F-1.Can I still apply for a H1 visa? Thanks.

Yes, but mostly you might get a I-797 form with out a I-94 card, in this case you have to go out and reentry US to get a I-94.

I want to apply for a H1 because I want to be safe if my hu*****and is laid off. So another question is: If my hu*****and is laid off, can we still renew EAD? Thanks a lot.

Technically yes, as long as your I-485 is pending, you can renew and apply your AP and EAD, but once immigration officer found out your hu*****and lost job, you are at the risk of getting rejection of your I485.
